Program Control Analyst to support the Division's planning, budgeting, and cost/schedule performance measurement process on government and commercial programs/. This Analyst will be part of a team handling several projects simultaneously, including both complex development efforts as well as large production/-oriented programs/. Due to the nature of our work this position requires the ability to obtain and maintain a Department of Defense Secret level security clearance/. Major Duties + Assists PM/ Cost Account Managers /(CAMs/) with initial planning and subsequent re/-planning of task budgets and baselines/. + Generates and processes program work authorization documents, time phased budgets and cost and schedule change control documentation/. This includes reconciliation of summary and task level budgets, actual costs incurred, forecast dates and performance measurement data/. + Leads or assists with the implementation of the monthly cost and schedule performance measurement process/. This includes working with PMs, CAMs, and Division Scheduler to acquire accurate financial and scheduling data for incorporation into the Division's performance measurement management tool, Cobra and or MS Project and required monthly program reporting/. + Assists CAMS/PMs with Cost and Schedule Variance Analysis reporting/. + This includes pricing labor and subcontractor costs and reporting budget and actual cost incurred comparison via spreadsheet reporting/. + Initiates and implements creation of work packages and task assignments in Division Accounting System/. + Supports and leads the generation of presentations for monthly internal program reviews and quarterly customer program reviews/. Qualifications Minimum Qualifications + BS in Business, Finance, or related field, including coursework requiring analytical thinking and application of reason to solve problems/. + 6/-9 Yrs experience working in a Govt Contracting environment with experience or working knowledge of Earned Value Concepts and practices + Experience/working knowledge of Govt 5000 series reports, CPR/CFSR/IPMR + Experience in generating various financial reports, analyzing and reconciling data, identifying discrepancies and errors, and initiating corrective actions/. + Attention to detail and strong reconciliation skills a must/. + Strong written and oral communications skills/. + Must be a self/-starter and able to work independently/. + Strong MS Office skills, in particular Excel, required/. + Familiarity with Cost Point, MS Project, MPM/Cobra, wInsight a plus/. + Active DoD Secret level security clearance preferred/. This position can be filled at a Salary Grade A3 or A4 based on the candidate?s qualifications as they relate to the skills, experience, and responsibility requirements for the position/.
