Overview The Program Administration Manager ("PAM") will have the responsibility to manage and enhance the contract's human resources by planning, implementing and evaluating employee relations and human resource policies and practices; supporting the Program Manager (PM) with administrative activities; and coordinating with the customer contract operations team. Responsibilities * Support new hire sourcing, screening, hiring and on-boarding. * Counsel site leadership on candidate selection. * Oversee on-line Learning Management System (LMS) database for the contract; * Support the PM with the coordination and management of employee relations and communications. * Provide direct oversight and support to leadership for employee recognition and discipline; hearing and resolving employee grievances; and managing employee termination. * Ensures that staff members understand and comply with applicable labor laws, regulations, policies and procedures. * Maintain centralized employee and training records; * Manage and maintain the human resource information management system. * Manage SBI clearance process * Oversee time off request (FMLA, LOA, Vacation and Sick leave) * Supports Labor Relations efforts with Unions as necessary Qualifications * Associates Degree or higher and minimum 5 years of HR based experience in a labor intensive industry (preferably in government contracting) with geographically remote operations. * Experience with WinTeam and ICIMS software system preferred. * Minimum 3 years recruiting experience required (high volume recruiting experience preferred) * Strong organizational, planning, and scheduling. * Strong initiative and ability to work independently. * Ability to work in a team-oriented environment and to manage through influence. * Knowledge of and experience with the Services Contract Act preferred. * Prior experience within the security, aviation, Homeland Security, defense industry a plus. * Knowledge of: Recruiting, Human Resources Management, Benefits Administration, Services Contract Act, Performance Management, Communication Processes, Diversity, Labor Law.
